The neighbourhood is defined by two distinct characters: the tree-lined residential streets of the Palmerston Boulevard Heritage Conservation District to the north, and the restaurant and retail corridor of College Street’s Little Italy to the south. History of Palmerston – Little Italy
Palmerston Boulevard was laid out in the 1880s and 1890s as a prestige residential street, with a wide central boulevard, mature trees, and large detached homes designed in the Queen Anne, Romanesque Revival, and Edwardian Classical styles. The street and its immediate surroundings were designated as a Heritage Conservation District by the City of Toronto, recognizing one of the best-preserved examples of late-Victorian residential planning in the city.
College Street’s transformation into Little Italy began in the early twentieth century when Italian immigrants settled in the blocks between Bathurst and Manning Avenue. By the 1950s, the corridor had become the commercial and social centre of Toronto’s Italian community, with cafes, bakeries, grocery stores, and social clubs lining College Street. The neighbourhood’s identity was inseparable from its immigrant roots: the annual Taste of Little Italy festival, Italian-language signage, and the concentration of trattorias and gelato shops remain defining features.
Beginning in the 1990s and accelerating through the 2000s, College Street attracted a broader mix of restaurants, bars, and independent retail. The Italian community gradually dispersed to suburban areas, but the cultural infrastructure and the Little Italy name persisted. Today the neighbourhood blends its heritage residential stock with a vibrant commercial corridor, drawing a tenant base that values walkability, dining, and proximity to the University of Toronto and downtown.
The Housing Stock in Palmerston – Little Italy
The dominant housing types in Palmerston – Little Italy are the Victorian Bay-and-Gable and Edwardian semi-detached homes that line the residential streets between Bloor and College. Palmerston Boulevard’s homes are among the largest in the neighbourhood, with many exceeding 3,000 square feet and retaining original architectural details. Clinton Street, Grace Street, Manning Avenue, and Euclid Avenue contain smaller semi-detached homes and row houses from the same era, many of which have been divided into multi-unit rental properties.
Condominium development in the neighbourhood has been limited by the Heritage Conservation District designation and the low-rise character of the residential streets. The projects that have been built tend to be boutique mid-rise buildings along the commercial corridors.
-
The Carvalo (877 College Street). A 7-storey mid-rise containing 112 condo units, developed by Clifton Blake Developments. Completed in 2022. The building sits on College Street in the heart of Little Italy.
-
College Condos (600 College Street). A 3-storey boutique conversion on College Street near Bathurst, containing a small number of residential units above ground-floor retail. One of the neighbourhood’s earlier condo projects.
Rental inventory in Palmerston – Little Italy consists primarily of apartments in converted Victorian homes, basement suites, and upper-floor units in houses that have been subdivided over decades. Managing these property types requires attention to building systems, shared entrances, and heritage-related maintenance obligations that differ from standard condominium oversight.
Buildings Under Construction
New condominium development in Palmerston – Little Italy remains limited by the Heritage Conservation District designation and the low-rise zoning that governs most of the residential streets. Projects that do proceed tend to be small-scale infill along the commercial corridors of College Street and Dundas Street West, consistent with the neighbourhood’s existing streetwall character. No major towers or large-scale mid-rise developments are currently under construction within the neighbourhood’s boundaries.
